Bhutan’s Parliament comprises three houses – His Majesty the King, the National Assembly (NA), and the National Council (NC). The NA has 47 members from the ruling and opposition parties, while the NC consists of 25 members, 20 of them elected directly from 20 districts and five appointed by His Majesty the King. The apolitical NC, or the upper house, is the house of review and ensures checks and balances. But it also has lawmaking functions. Bhutan is a democratic constitutional monarchy with a constitution that specifies the powers of the government and prerogatives of His Majesty the King.
